Wife of Andrew Packard and sister-in-law to Catherine Martell. She came over from Hong Kong to marry Andrew. Josie worked for a man in Hong Kong named Thomas Eckhart, who used to be a business partner of Andrew’s. She worked with Eckhart to plan Andrew’s death in a boating accident. Josie also helps Ben in his plans to get the mill land. After the plot is done, she is forced to return to Hong Kong and Eckhart. She escapes Eckhart’s henchman by killing him and returns to Twin Peaks where she is forced to work for Catherine because she has nowhere else to turn. Eckhart comes after Josie eventually and when they are alone she kills him then dies herself under mysterious circumstances.
